The OpenGL® Architectural Review Board (ARB) created the ARB_multitexture extension in 1998 to enable basic multitexturing through OpenGL®. Its predecessor, SGIS_multitexture, is now deprecated and should not be used.
The full specification of ARB_multitexture can be found in the appendix of the OpenGL® 1.2.1 specification.

ARB_multitexture is commonly used in conjunction with extensions such as EXT_texture_env_combine and ARB_texture_env_add.
